This error has very little information about it. Suggestions show that sometimes Norton AV can cause this error, a customer has had this issue and it was resolved by simply restarting the computer.

You'll see this error when our end doesn't seem to respond within a certain timeframe (typcally 60 seconds). This can also take the form of error 0x800CCC19.
This is usually caused by:
* Excessively large emails
* Faulty antivirus software
A possible cause of the 0x800CCC19 error specifically is a corruption of the pop3uidl file. The best way to rule this out as a possible cause is to simply try another mail client. Deletion of this file is not recommended without consulting a technician beforehand.

This error is most likely caused by the ISP blocking port number 25. To resolve this issue, change the outgoing port number to 2525 and set it log onto the incoming mail server before sending mail to avoid a 0x800ccc80 error.
It can also be caused by incorrect server settings.

To check for any large emails on the server you may need to use webmail to login and check. Any emails larger than about 1000KB for dialup users and 2000KB for broadband users are excessively large. and should be read online in webmail and then deleted.

Disabling the antivirus software can help in these situations.

This error occurs in Microsoft Office 2002 and refers to to a full .pst (Personal Folder) in Outlook. The .pst files are limited to a maximum size of roughly 2GB to prevent a corruption possibly destroying large amounts of data. One method to remedy this is to permanently delete emails from your personal folders (Inbox, Outbox Sent Items and Deleted Items). This is done by holding shift and pressing delete. (Because of the nature of the error, sometimes emails can't be moved to the deleted items as the .pst store is full) Other ways to help stop this error are to use Archive Folders or to back up information to removable storage media (CD, DVD, USB, etc) or into another folder on the computer.
