Outlook and Outlook Express both use the same error codes when a problem occurs.
The error window contains a lot of information about what went wrong, however in most cases you will be just looking for the error code which is listed at the very end of the message.
Most other error codes you encounter are generally caused by a virus scanner or firewall. Sometimes disabling these to test will show it as the cause of the issue, in rare cases you will actually need to uninstall the program. Make sure you have a copy of the program (or alternative) to reinstall before uninstalling
